Ukrainian Ministry of Defense, UBA, and IBA signed a Memorandum of Understanding

The Ministry of Defense of Ukraine (MoD), the Ukrainian Bar Association (UBA), and the International Bar Association (IBA) signed a Memorandum of Understanding on Wednesday, March 1, 2023, in Kyiv.

The purpose of the Memorandum is “to consolidate the parties’ efforts with regard to regular monitoring of implementation and improvement of the regulatory framework on military service, ensuring proper representation in cases concerning military offences and war crimes and the establishment of necessary mechanisms for its implementation in the cooperation framework specified by this Memorandum”.

The parties committed to contribute to the implementation and dissemination of the international standards and the best practices on ensuring proper representation in cases concerning military offences and war crimes.

Under the Memorandum, MoD, UBA, and IBA will provide each other with organizational support, conduct thematic online and in-person seminars, jointly develop legislative proposals, educational programs and supporting materials related to military offences and war crimes, etc.
